Community Services Support Bill Alters Grant Rules for Tasmania Providers

The Tasmanian Parliament passed the Community Services Support Bill on 2 July. The legislation revises grant conditions for non-government organisations and requires new performance measures for programs that assist families facing housing stress or mental health needs.

State budget papers released in May recorded a 12 per cent rise in requests for community support services across the north and north west during 2025. The bill addresses those records by requiring providers to report client numbers and service gaps every quarter to the Department of Communities Tasmania.

Changes for residents in specific regions

Residents in Launceston who contact local family support centres will now complete a single intake form shared between three organisations instead of separate applications. In Burnie the bill directs 1.8 million dollars of existing funds toward after hours outreach for people sleeping rough, with services scheduled to start on 1 November. East coast communities around St Helens gain access to a mobile counselling team that the legislation lists as a priority project for the coming financial year.

The rules also set minimum staff to client ratios for emergency relief providers. Local advocates note that organisations in Hobart will need to hire additional case workers to meet the new standard by June 2027.

Treasury figures in the 2026-27 budget papers show 62 million dollars allocated to community services overall. Of that total, 4.5 million dollars is reserved for regional providers outside greater Hobart, according to the line items published in Budget Paper No 2.

The government says the policy will require all funded organisations to submit their first quarterly reports by 31 March 2027. The Department of Communities Tasmania has scheduled information sessions for providers in Launceston on 15 August and in Burnie on 18 August to explain the new reporting templates.
